On
the domestic front, Arroyo authored the Charter of the
City of Makati converting Makati from a municipality to
a city (a difficult accomplishment, considering that he
does not belong to the majority party). Other municipalities
have since petitioned to change their status.
With
Makati becoming a city, its internal revenue allotment
(IRA) has ben increasing. For example, the allotment
last year rose by 21 percent to P337,476,451, from the
allotment of P229,119,382 in 1996.
Arroyo
had it worked out that the IRA for the different barangays
be sent directly from the Budget Department. In the
old practice, the allotment is first sent to the municipality,
from which the barangays plead for their allotment.
After Arroyo introduced the practice of direct remittance
to the barangays, other municipalities have adopted
the practice.

Arroyo
introduced a unique health-care program, the Botica
ng Bayan, for Makati residents. The Botica has a prepared
list of available medicines. A resident can go to a
barangay doctor who will prescribe a medicine that is
available in the Botica's list. The resident then goes
to the Botica, presents the prescription and gets the
medicine for free.

Still
on Makati residents' medical needs, Arroyo introduced
a hospitalization program, as implemented by the Makati
Medical Center, in which residents can be treated in
the prestigious hospital without paying a single centavo.
The initial expense of P1, 000 is covered by Arroyo's
program, and the rest is passed on to an existing yellow
card program for Makati residents.

Arroyo
promoted the use of motorized deepwells, which pump
water faster and in bigger volumes, to replace the old
manually operated deepwells.

Arroyo
had streetlights similar to those in Makati's posh villages
installed in other barangays. The streetlights are useful
for two purposes: the peace and order campaign and the
beautification of the streets.

Makati
is below sea level, which means it is difficult to prevent
its flooding after heavy and continuous rains. The solution
given by experts is to manage the floods in such a way
that there will be a fast receding time. Arroyo's continuing
project, in that regard, is clearing and draining of
the esteros.

There
are waiting sheds all over Makati, projects of Arroyo
that benefit residents as well as commuters passing
through Makati.
